There has been some activity on this front - eg a number of articles from and [https://www.buildington.co.uk/buildings/7181/london-se1/1-bank-end/borough-yards#:~:text=Borough%20Yards%20is%20a%20%C2%A3,Bridge%20Station%20and%20The%20Shard.] (from 2022), while there a LB Southwark official document [https://moderngov.southwark.gov.uk/documents/s99238/Appendix%20G%20Applicants%20presentation.pdf]. Would 'There was some interest in 2016 in developing the site, and in 2021 Southwark Council issued a document (linking to the pdf).' cover the situation?
