False pretense?

Even though this is obviously a form of extortion, is it a false pretense that they'd protect the car? If you paid someone and your car got vandalized anyway then you'd cease paying, so they probably do keep an eye out to stop other vandals from harming the protected cars right? It's protecting a source of income. Similar how if the mob was charging a protection fee, they'd probably want to stop other criminals from destroying the store, even if they'd do it themself if the money stopped. Other countries

Someone added a mention to Brazil. I've also added Argentina and Italy to the list but I'm sure similar scams exist in lots of countries. In Argentina they exist in the suburbs of big cities like Buenos Aires and tend to be older men. Similar allegations as to what happens if you refuse to pay seem to be common in BA too. In Italian cities like Naples (Napoli) and Palermo I've seen a similar thing again with older men.
