Question about conflicting claims in sources

In the article University of Nepal Formally Announced as Nepal's 14th University (https://www.collegenp.com/news/nepal-university-formally-announced) it says the University of Nepal is registered as a private institution "This university, registered as a private institution..." but all elsewhere it says that University of Nepal is a "public university instituted under the University of Nepal Act 2024" as in this article https://www.collegenp.com/college/university-of-nepal and in all other sources.
