Uncirculated can mean one of two things 1) the state of a regularly minted coin that has not been used or handled in commerce 2) the condition in which a coin shows no wear, although it can have marks from normal mint handling, being stored in rolls or bags, etc. (Grade MS60 to MS70)
Uncirculated coins are sold by mints to the public, but that is not what makes them uncirculated. Coins that are sold to collectors, etc., not intended for commerce, but having a nominal face value are called "non-circulating legal tender" (NCLT). Such a coin may be issued in proof or uncirculated condition. The same is true for bullion coins like the American eagle.
