Basicly, it's not "library for Ruby that blah-blah-blah", but iconv-like encoding convertion tool: http://source.icu-project.org/repos/icu/icu/trunk/source/extra/uconv/

I declined the speedy because a) it doesn't seem like advertising to me, and b) it's been around for four years. The article can still be brought to WP:AFD if necessary. -- SatyrTN (talk / contribs) 00:55, 9 September 2008 (UTC)Reply
