The transient recovery voltage is related to the voltage surge that is created in Power systems when there is sudden loss of power. It could be because of power line getting grounded due to tree twig or something like that...these power surges are sensed by Relays and C.B's trip off and then reclosure of relays occur after a small period of time...this causes the line to be healthy once again. such losses occuring are transient losses and voltage built up due to such faults are called transient recovery voltage
