What?
Besides making no grammatical sense, the sentence "And in outer space all sort of modern crime thrives, barely suppressed by military forces." doesn't make much logical sense, either: how can something thrive when it's being suppressed? Maybe something like, "And in outer space, various military forces vainly attempt to suppress all sorts of modern crime." The rest of this article is similarly poorly-written.
