I'd like to hear opinions from anyone following this page whether the definition seems adequate. "Has the capacity" (to do something in the future) and "revolutionize" along with other vague or undefined terms seem unlikely to enable NSF reviewers to successfully assess the revolutionary potential of proposed research, and thus: the ability of NSF to reliably support the stated goals.
