Lack of citations

The entire opening sections lacks any citations despite bold claims. It is disorganized topically and chronologically and reads like a dictated first draft

Things like these especially should be substantiated and/or given more context:

"Most victims of torture are poor and marginalized people suspected of crimes

"Although most torturers are thought to learn about torture techniques informally and rarely receive explicit orders

"Once a torture program begins, it usually escalates beyond what is intended initially

"Despite its decline, torture is still practiced in or by most countries
