Were Thetes ever officially allowed to serve in the Boule?

There is some question as to whether Thetes were ever officially allowed to serve in the Boule, or if they were only unofficially allowed to. Were all Thetes expelled in 322 BC?

I can't tell if the 12,000 Thetes expelled in 322 BC were all of them.

I am assuming that the class of Thete ceased to exist at that time, as they were "disenfranchised" and thetes were previously defined as citizens, but this is only an inference.
