Status of EU banning tankering

The current source is unavailable since 2023, though the PDF is available on web.archive.org. I haven’t been able to find the exact same file, but the closest I’ve been able to find is this link: https://eur-lex.europa.eu/legal-content/EN/HIS/?uri=COM:2021:561:FIN This also seems to say that this has been adopted as regulation?
