Year of congressional election

Hamblen article says that he lost the congressional race to John Carl Hinshaw in 1932 (to assume office in 1933). The Hinshaw article indicates that Hinshaw was first elected in 1938 (assumed office in 1939). The article on California's 20th congressional district indicates that Hinshaw was first elected in 1942 (1943) and does not show Hamblen as being a candidate in any of the elections for that district (and all elections since the district's creation are displayed). Does the question of the year need attention? Did Hamblen perhaps seek the congressional seat in 1932 against a candidate other than Hinshaw? Is the district number the item that needs help?
