Grammatically, the title should not have a hyphen. The hyphen in "strongly-polynomial" is superfluous because "strongly" is an adverb. The noun should be "strongly polynomial time", functionally "adverb attributive(adjectival)-noun noun". In attributive usage such as "strongly polynomial-time algorithm" the hyphen appears to connect the two parts of "polynomial time" functioning as an attributive(adjectival) noun.
