Dead Internet theory

I noticed people online talking about the dead internet theory, and one thing they mentioned was that various government and university websites were being used to host allegedly pirated movies. Take a look at these search https://archive.is/LQ8uK. I've archived some of these results, but feel free to test similar queries (1) (2). I can't seem to archive these pages sadly, but they contain shortened links that presumably go to a pirating website.

The people promoting the theory argue that the existence of bot content on government websites is further evidence of its correctness. This is relevant to Socrata, because each relevant page is running their software.
