I'd like to add that exactly the same snakes grew from the shoulders not only of Zahhak, the snake-legged goddess, but also of the Sumerian Ningishzida, the son of Ninzanzu, who was equated with Nergal-Heracles, who also had snakes protruding from his shoulders (Heracles had a rather sinister appearance in the Middle East, and was considered the king of the dead, he also known as Melqart in Phoenicia) Snake-Legged Goddess is also associated with severed heads and holds her hands like this \_/, reminiscent of Kali, Tanit, Astarta(Aphrodite, Inanna).
