While this short block quote of Qianlong's edict has stood almost unchanged for ~20 years ("ingenuous" was changed to "ingenious" here, appropriately) it is not sourced at all and the was likely paraphrased (though fairly faithfully) from an official or scholarly translation. Regardless of the original inclusion of "ingenuous", the grammar more or less betrays the fact that this quote was not taken verbatim from an accepted translation of the edict.
