Completely unclear sentence

Under the section Environmental uses one sentence reads:

" Crude oil #2 did not affect adults but did increase the mortality rate of larvae to 36%."

This sentence is completely unclear.

Is it trying to say that the crude oil increased the mortality rate of rainbow trout larvae by 36% ??? Then it should say by (and not "to").

Or is it trying to say that the crude oil (really) increased the mortality of rainbow trout larvae from some unspecified percentage to 36% ??? If so, then it needs to say what that unspecified percentage is — or else the sentence has an information content of zero.
