Would "Shantung Question" be a more appropriate title for the article? Refusal to sign
[edit]Although Wellington V. Koo indeed held an important speech during the Paris Peace Conference denouncing the handing of Shandong to Japan, it was Lou Tseng-tsiang who led the Chinese delegation and it was ultimately his decision not to sign the Treaty of Versailles.
