Poor Quality/ Confusion
[edit]Yes the ship was built in 1968. Who was the true owner operator of the ship from 1968 to 1986. What is the role of United States Maritime Administration (MARAD)? I do not really know the answer, but I feel certain that from 1968 to 1986 the ship's owner was not any portion of the U.S. Government. The ship might have been under contract for and provided services during this period to either the US DoD (Deparatment of Defense) or more specifically the US Navy MSC (Military Services Command). The ship probably had a mortgage on it, and the mortgage was insured back by a program of MARAD. (and that program stipulated a first offer/sale at a certain ship age to MARAD or DOD or MSC).
