Another issue is who ordered, built and operates the cable. In the linked documents from the FCC it's clear that Telefónica is the one seeking permission to build it, and it's safe to assume the operate it, but they might have local affiliates for each part of the construction, I don't know about that but verifiable information could be added to the article.
