I think 28 USC 2072 is more properly quoted as the Rules Enabling Act. 28 USC 2071 seems to speak to practice rules, as opposed to procedural rules. —Preceding unsigned comment added by 69.203.194.117 (talk) 02:43, 21 November 2007 (UTC)Reply
