Effectivity of resignation

Singson's tenure was changed by RFNirmala from March 7, 2011 to March 1, dating it to when Speaker Feliciano Belmonte's office received Singson's letter dated February 28. The March 7 date is based when the House of Representatives accepted Singson's resignation as per this. The House is the final arbiter on who its members are (save for HRET decisions being appealed to the Supreme Court), and I would argue reverting back to the March 7 date.
