This BBC News Russian article quotes historian Mykola Posivnych [ukr] who claims that Sushko cooperated with Roman Shukhevych and that Shukhevych may have been willing to relinquish his leadership position in the UPA to Sushko. Posivnych's theory is that the Gestapo assassinated Sushko to "prevent the creation of a united Ukrainian front for the liberation struggle".
I've been unable to find this in Posivnych's work to check his sources. Posivnych cofounded the Centre for Research of the Liberation Movement with a colleague in the Congress of Ukrainian Nationalists party. According to Georgiy Kasianov, both of these organisations are 'facade structures' for the modern OUN(b)-- see Banderite.
