Father of the house

Rod Richards is registered as the 'Father of the House' of the National Assembly between 1999 and 2000. This is problematic becuase all those elected in 1999 were inaugral members. I seem to remember that Richards was the first to be sworn in (I distinctly remember a Mumph cartoon in the Western Mail) - can this be verified?
