I have a COI, hence can't expand this sad-looking bio. Richard is certainly notable for quite different things than a distant regional cricket career. He chaired the Cycling Safety Panel, which produced an impactful report: Safer Journeys for people who cycle: Cycling Safety Panel Final Report and Recommendations (Q97477583) In his book Planning for Walking and Cycling in New Zealand (Q124658969), Roger Boulter (Q124654688) has this to say about this report: "The 2008 effective disregarding of the 2005 Getting There: On Foot, By Cycle National Walking and Cycling Strategy left a vacuum and the 2014 Cycling Safety Panel (arguably going well beyond its formal road safety brief) ended up effectively formulating the government’s strategy on cycling."

I've referenced his place of birth on Wikidata and that also confirms that Ian Leggat is (or was?) his father, who is himself notable (was chancellor of Canterbury Uni; the Ian Leggat who is already on WP is a different person). Thanks. "Public administrator" is the closest descriptor I could find to describe his role. If you or anybody else can find a more appropriate term, please substitute it. By the way, his grandfather, James Leggat (d 1965), was also a prominent educator in New Zealand. Sammyrice (talk) 05:45, 28 April 2024 (UTC)
