Character section: Rexdale as a non-containing neighbourhood

Re: "Character" section, according to the City of Toronto's official neighbourhood website, Rexdale is actually two neighbourhoods: Rexdale-Kipling and Elms-Old Rexdale. Clairville is a separate neighbourhood called West Humber-Clairville which is not contained within Rexdale but is an adjacent neighbourhood.
