I would like to know why this site has been tagged as an advertisement. It is a government entity and is not in the business of "selling" anything. It does not strike me as being far removed in terms of content from any other university, center or government agency site. Please explain what would make this "more neutral." I've re-tagged this as non-NPOV. Advertisement, in general, means a tone rather than a purpose. That tone being very much focused on extolling the virtues of something rather than factually presenting it. Take the first sentence: "The Remote Sensing Center (RSC) at the Naval Postgraduate School was established to bring together a range of capabilities and expertise to address problems of military and intelligence importance, as well as environmental and civil concerns." – an encyclopaedic entry should start by explaining what something is, rather than giving this blurb (which I also presume is copyright-barred.)
