I believe the first statement in this page is incorrect as it stands. Consider a simple voltage divider consisting of two resistors. If the resistor to ground is 1 ohm and the "series" resistor is 9 ohms the voltage transfer function in one direction is 0.1 while it is 1.0 in the other direction. If, however, one considers the voltage to current transfer function they are 1.0 Volt/Amp (that is you get 1 volt out for each Amp of input current) in either direction, or 1/9 Amp/Volt (1/9 Amp out for each volt of input) in either direction. Likewise in mechanical systems reciprocity does not apply to displacement vs displacement but only to "complimentary" quantities such as displacement vs force.
