In wikipedia, a "criticism" section should be a NPOV summary of how a work or concept is received by expert commentators in the field, per definition 2 of the Cambridge dictionary "the act of giving your opinion or judgment about the good or bad qualities of something or someone, especially books, films, etc.".
The "criticism" section of this article is instead definition 1: "the act of saying that something or someone is bad".
This section is biased, under-referenced and reads like an opinion piece rather than an encyclopedic article. This section needs to be rewritten to give cited, attributed opinions as to why "quotaism" is a good thing or a bad thing. With so many examples of quotaism in action given, someone somewhere must have a good word to say about this.
Wikipedia will be better without this section as it currently is, if improvewments to not occur I suggest it is simply removed.
