Saying when there is or is not a "The" at the beginning of something is always difficult, and many places omit it accidentally when there is. I wouldn't give too much weight to the short paragraph on the MNHS website. A search for "the progress of the state" quadriga brings up several counterexamples, like this one at the Senate Media Services Office website. Hopefully there's an authoritative reference somewhere (heh, like a friggin' plaque;-) but I don't know where such a thing would be. —Mulad(talk) 16:45, May 16, 2005 (UTC)
Maybe someone in the capitol info office could research if for us, but I have a feeling they're a bit busy right now. Perhaps once the session is over. Jonathunder 17:59, 2005 May 16 (UTC)
