== Does ISO 9001 promote or mandate the process approach?

While in its section 0.2, the standard promotes the process approach, in section 4.2 it requires identification of processes, their interrelations and criteria. This can be seen as tantamount to mandating. However, application of the standard is voluntary, therefore I feel the prior wording "mandate" was not matching too well.
