Palestine section

"safe areas" italics
[edit]In the Southeastern Europe section, the words "safe areas" are written using italics. I might be reading too deeply into it, but does it feel like they're almost... Scare quotes? I'm not sure that they're necessary. Any clarification would be appreciated :)
