Pesticides

I don't understand this: it seems to say that photodegradation ruins pesticides and prevents with biocidal activity, but then talks like they intentionally add substances to INCREASE photodegradation. Why would you want to do that? Don't you want to keep the pesticide lethal to keep the insects away? Is it saying the pesticide inert themselves after a period of time to make consumption safe?
