Why is this article talking about puny guitars, instead of mighty locomotives?

This article has incorrect content. The "phase splitter" is a rotor-electro-mechanical part of pre-WW2 american electric railroad locomotives, which converted the 11kV/25Hz single phase AC input from the overhead wire into lower voltage, 3-phase AC for use by the asynchronous traction motors. you've answered your own question. 1957?
in electronics, the technique is very much still (ahem) in current use.
there may well still be a requirement to produce three-phase from single-phase in (say) the context of power tools & whatnot, but it is vastly out-numbered by the applications in signal measurement & amplification, where it can be achieved by transistor, vacuum tube or even a simple transformer, with no moving parts.
