Fixing capital letter in title of page

I'm not sure how to fix the extra capital letters in the title of this page (i.e. Part-Time Learner should become Part-time learner). Does that require moving the whole page to a new page with the correct formatting for the title, or is there a simpler way?

Why is Canadian post-secondary education focused on so heavily in this article? It strikes me as dominated by a non-NPoV regarding Canadian higher education.
