Inherently about charters?

Thanks for creating the article (I was considering making it for a while). The question is whether or not the parent trigger is inherently about converting schools into charter schools or whether its just based on reforms. CartoonDiablo (talk) 16:07, 17 August 2012 (UTC)Reply
