We are on the verge of an edit war over the title of this page, so it is time to stop and discuss naming conventions. See Wikipedia:Naming conventions (geographic names) § Disambiguation. Note that at Wikipedia:Naming conventions (geographic names) § Region-specific guidance, there is no specific guidance for Bangladesh.

I see that the WP:primary topic for Dhaka is the capital city of Bangladesh, and not Dhaka District or Dhaka Division. So, Paltan, Dhaka implies that Paltan is part of the capital city of Bangladesh itself. I'm wondering, if Dhaka, Bangladesh is unnecessary disambiguation (that currently redirects to Dhaka), isn't Paltan, Dhaka, Bangladesh also unnecessary disambiguation?
