Redesign of the page

Although this page was deleted twice previously for advertising, I believe my new page is not an advertisement but a useful introduction to the system. The overview itself was summarised from the official outcome mapping guide but differs from it sufficiently substantially that it is not breach of copyright IMO. Since the http://www.globalimpactstudy.org wiki has been shut down, I had to change the citation for the statement that OM should be used as a complement to other methods. I replaced it with a link to a critique that touches on some of the same issues.
