"Luciano was in Dannemora at the time, serving a 30 to 50 year sentence for running a prostitution ring. For his cooperation he was moved to a more convenient and comfortable open prison in Great Meadows in May 1942."
According to the Wikipedia page on the Great Meadows Correctional Facility, a wall surrounding the prison was completed in 1928, at which point Great Meadows became a "maximum security prison." I see nothing to indicate that the facility was either "comfortable" or "open."
Also, according to Google Maps, the Dannemora facility is located approximately 314 miles from New York City, while Great Meadows is located approximately 215 miles from NYC. So while Great Meadows may indeed have been 100 miles closer to the seat of Mafia power, it was still over 200 miles away, and therefore not convenient at all, given the fact that 1942 was more than a decade prior to the first beginnings of the US interstate highway system, and that May 1942 saw the beginning of gasoline rationing in the US, and a national speed limit of 35 miles per hour was imposed to save fuel and rubber for the war effort.
