OpenEMIS declares itself open source: however it's source code is not actually available and there is no evidence of code available under any recognized open source license. The Google code repo cited https://code.google.com/p/openemis/ has no files in SVN ( see https://code.google.com/p/openemis/source/browse/#svn ). They do not have a github account and there is no link locatable for source code on their website.

On their website though is an expression of interest letter that requires an interested entity to commit to finding funding for services ( https://www.openemis.org/files/resources/OpenEMIS_EOI_en.pdf ).

I suggest there should be a criticism heading or at least some note here that this actually is not open source free software. I challenged one of the project members at a conference and their argument was that they need to maintain the quality of the code as if the code being opened required them to accept every single community contribution into the core.

I'm new to Wikipedia: hence would welcome any suggestions as to how this page can be improved to be more factually accurate.
