The formulas presented here on Offensive_rating as well as the one on Defensive_rating appear to be gibberish. The actual formulas from Dean Oliver for both Offensive Rating and Defensive Rating are much more complicated; they appear in their entirety at https://www.basketball-reference.com/about/ratings.html. I think Oliver’s formulas may be too complicated to present in full on the Wikipedia page and instead the page could just describe the high-level intent of the rating. I think it also makes sense to include on this page the NBA’s formula for its own version of the Offensive Rating stat, which is much easier to state. https://www.nba.com/stats/help/glossary#offrtg
