This page is not unambiguously promotional, because it simply accurately reflects the reviews of various RSs. No promotional material is used, and no material of the restaurant is used in any manner that could be considered promotional by any stretch of the imagination.
Furthermore, G11 is by its terms for:
"Pages that are exclusively promotional, and would need to be fundamentally rewritten to become encyclopedic. Note: An article about a company or a product which describes its subject from a neutral point of view does not qualify for this criterion."
This is no way meets that criteria. All description of the restaurant that is qualitative in nature is sourced to neutral third party sources. An article is not promotional because Florence Fabricant of The New York Times says x about it, and the article reflects it.
