To me, it looks like the 14/6 split in the structural diagram between village representatives and common roll comes across like a partisan split (for example, New Zealand Parliament), when it is really just a split in how they are elected, but there are currently no political parties in Niue. I think we should make all the circles the same color and say there are 20 non-partisan or independent politicians.
