I strongly suspect these were two different men. HoP 1558-1603 has the seats held by the same man (Smyth), but lists him as born 1559 to a Nicholas Smyth of London. HoP 1604-1629 has the St Mawes MP only, Nicholas Smith, born 1575 to George Smith of Exeter. The 1604 volume is much more recent and thus likely to be correct.
