English pronounciation?

Is it really right to declare the sounds [nəˈvɛər] nə-VAIR an official english pronounciation of the city, or are those sounds just a wrong pronounciation of the official french [nəvɛʁ]?? It is OK for everyone not to speak or to pronounce French, but anyway it may be strange to officialize a slightly unlucky pronounciation of an english, russian, chinese, polish or arab speaking foreigner, regarding that those languages have no official status in the city and region. History section

History section is horribly written due to, I assume, clunky translation from French. It is unclear and uses punctuation strangely. It's written in an oddly narrative style, seems like Caesar has a friend on here sticking up for him. Some of it should probably just be removed...

"Thinking they could not hold the town, they burned it. That was a great loss to Caesar, and it may seem that he was imprudent in leaving such great stores in the power of treacherous allies. However, he was in straits that year, and probably he could not have done other than he did.[citation needed]

Dio Cassius (xl. 38) tells the story of Caesar out of the affair of Noviodunum. He states incorrectly what Caesar did on the occasion, and he shows that he neither understood his original nor knew what he was writing about"
