I am not aware of Czech origins of the surname Neff. Neff is one of my family surnames, and recent research I've done on my family tree revealed that the name is of German/Swiss origin, and has been traced as far back as 13th-century Switzerland, where the original spelling was "Näf".

Other derivative spellings of the name include Neiff, Naff, Naffe, Neaf, Nave, and Knave.
