America centric Wikipedia? Ned Price's statement was widely reported in India when he used America First reasoning on the ban on vaccine raw material. The subsequent outrage at his statement led to Biden Administration withdrawing the ban. Attempted pretext?

The article seems very US-biased to me, but that has already been said. One detail is unclear to me. About the Russian attack on Ukraine the article states: "On February 24, 2022, Russia invaded Ukraine after a series of attempted pretexts." What exactly are "attempted pretexts"? I think this expression makes no sense. On can use a pretext to try to justify one's actions, one can attempt a false flag operation. What is meant here?
