Merge proposal

The National Optical Astronomy Observatory (NOAO) has "transitioned" to the NOIRLab, in what appears to be not much more than an administrative change. In addition to funding and operating NOAO (which consisted of two observatories and one center), the NSF and AURA were funding and operating the Gemini Observatory and Rubin Observatory, but these had their own management structures. Now the three management structures have been consolidated into one. According to a press release: "although the organizational name NOAO has been retired as part of the transition, NOAO’s mission and activities continue uninterrupted". NOAO's former website says its content was being "migrated to our new domain: noirlab.edu".

There are already separate articles for each of the observatories beneath NOIRLab. The NOAO article was a roll-up of the observatories that were underneath it (and even the others which are now formally under NOIRLab), plus it contained a few details about NOAO itself. This content can just as well be moved into the NOIRLab article with minor adjustments where needed. The "History" section of the NOIRLab article can mention NOAO and any pertinent details about it prior to its transition to NOIRLab.
