Reason for substantial rewrite
[edit]Currently the definition in the lead is just wrong, as is the corresponding equation. The value of the reaction function is a value of a policy tool, not the unemployment rate. So I’m rewriting the lead completely. The other section of the article is correct. Loraof (talk) 17:16, 8 December 2017 (UTC)
