Misplaced Modifier

He proclaimed a revolt, on 1 February 1944, against the British mandatory government, which was opposed by the Jewish Agency.


I have no background upon Israeli history and it is not sure if "Jewish Agency" is opposing the revolt, or the British mandatory government, in terms of grammar.
